Paul Uyehara wrote "Funding the Mandate for Language Access" to explore ways that IOLTA can work with legal services programs to better serve limited English proficient (LEP) clients. Uyehara highlights demographic changes in the United States as well as new requirements under federal law which underscore the importance of ensuring programs are equipped to deliver high quality legal services to LEP clients. To illustrate how this may be accomplished, Uyehara discusses the Pennsylvania IOLTA Board's funding and support of Community Legal Services' Language Access Project and how this project has improved access to justice for LEP clients in Pennsylvania.
