The Internal Revenue Service (IRS) welcomes partnerships with legal services organizations to assist low-income individuals and families to file tax returns and claim the earned income tax credit (EITC) and/or other tax benefits for which they are eligible. This includes those with limited English proficiency and older Americans. IRS partnerships can involve a number of arrangements including hosting and staffing a Volunteer Income Tax Assistance (VITA) site, a Tax Counseling for the Elderly (TCE) site, and more. Legal services programs are also eligible to compete for IRS grants to establish a Low-Income Tax Clinic (LITC), to provide legal assistance to low income individuals in resolving tax controversies with the IRS.
